Three Fujian ports have been included in China's five-year plan to modernize ports of entry during the 15th Five-Year Plan period (2026-2030), with Zhangzhou Port's port-of-entry facilities listed for infrastructure upgrades and renovation, and Pingtan Port and Xiamen Airport included among the smart port development projects.

The plan, issued by the General Administration of Customs (GAC) and the National Development and Reform Commission, sets out goals for port modernization by 2030, including upgraded infrastructure, wider application of smart technologies, improved cross-border connectivity, and enhanced supervision and security.

The plan calls for strengthening infrastructure at key hubs and node ports by upgrading inspection facilities, frontier health and quarantine, anti-smuggling information collection, and security control equipment to improve port supervision and services.

It also proposes improving port handling, storage, and transit facilities, expanding transfer capacity for multimodal transport, and promoting the integration and compatibility of equipment used across different transport modes.

It further promotes the integration of smart ports with smart customs, smart border inspection, smart transportation, and smart emergency response systems, while encouraging the use of artificial intelligence in port operations, service support and customs clearance supervision. Cross-border trade big data platforms will be developed to improve data sharing across regions, government departments, and industries and support smart port development with data analysis and AI computing capabilities.
