I. Sustained Progress in Building a New Fujian
The province’s gross regional product (GRP) hit 6.01 trillion yuan, an increase of 5%.
Revenue in the local general public budget amounted to 372.33 billion yuan, an increase of 3%.
Total retail sales of consumer goods grew by 4.4%.
Per capita disposable incomes of urban and rural residents increased by 4.5% and 5.7% respectively.
Surveyed urban unemployment rate stood at 4.7%.
Consumer price levels remained the same as those of the previous year.
1. We promoted innovation-led and high-quality development, and accelerated industrial transformation and upgrading.
The underpinning role of advanced manufacturing was enhanced.
We secured the second place nationwide in terms of the proportion of enterprises that had fully digitalized their core business processes.
We maintained the leading position in the new energy industry and became a global leader in a range of new material processing technologies.
A green hydrogen pilot-scale testing base was completed and put into operation.
Steady progress was made in the development of modern services.
The Jinfuyun (Financial Service Cloud) platform facilitated financing totaling 1.58 trillion yuan for the real economy.
Another 16 companies went public, securing the year’s largest A-share and H-share IPOs.
Tourist arrivals increased by 10.6%.
Tourist spending grew by 12.6%.
The efficiency and quality of modern agriculture with local features were improved.
The area of arable land recorded a net increase for the fourth consecutive year.
The production area of hybrid rice seeds ranked first nationwide for the eighth consecutive year.
The scale of deep-sea aquaculture was the largest in the country.
The total output value of the top ten rural industries exceeded three trillion yuan.
2. We promoted full integration between technological and industrial innovation, and reinforced the underpinning role of
science and technology.
Innovation efficiency was enhanced.
A Regional University-Industry Technology Transfer Center was approved for establishment.
Eight national enterprise technology centers were added.
Xiamen and Ningde made it to the world’s top 100 innovation clusters.
The talent pool expanded.
An additional 106 individuals were included in national talent programs.
Another 2,745 individuals were certified as provincial-level high-caliber talent.
We piloted the establishment of four special expert teams for key industrial chains.
Digital and intelligent empowerment was accelerated.
Solid progress was made in piloting the building of a digital China.

3. We implemented the strategy of expanding domestic demand, and boosted self-driven development.
Consumption was stimulated.
The expanded trade-in programs boosted consumer spending by 79.1 billion yuan, benefiting over 7.5 million consumers.
The scale of instant retail maintained its top-tier position in the country.
Investment remained stable.
Investment in 1,550 provincial key projects reached 739.8 billion yuan.
Fuzhou Metro Binhai Express and Ningde-Gutian Expressway opened to traffic.
The first power generation unit of the Zhangzhou nuclear power project began commercial operation.
Construction started on Unit 6 of Ningde Nuclear Power Plant, the Wenzhou-Fuzhou High-Speed Railway, and the pilot section of Xiamen-Zhangzhou-
Quanzhou Intercity Rail Line R1.
4. We deepened reform and opening-up, and achieved substantial results in our pioneering initiatives.
Breakthroughs were made in reform.
Ten reform practices were promoted by the Office of the Central Commission for Comprehensively Deepening Reform.
Fuzhou-Xiamen-Quanzhou region was approved to pilot comprehensive reforms on market-based allocation of production factors.
Fujian Provincial Industrial Holding Group was established through restructuring.
Twenty companies from Fujian were listed on Top 500 Chinese Enterprises and Top 500 Chinese Private Enterprises rankings.
We maintained the best ratings in appraisal of reform of the construction project approval system for the third year running.
Opening-up continued to expand.
The China Center for BRICS Industrial Competencies was inaugurated.
An integrated service system was built to support Fujian enterprises in going global.
Exports to African and Latin American markets increased by 20% and 7.6% respectively.
Fuzhou and Xiamen were approved to pilot expanded opening-up in the service sector.
Integration between Fujian and Taiwan was steadily advanced.
We were the first on the mainland to issue local regulations promoting shared cross-Straits standards.
The numbers of teachers and students from Taiwan recruited and enrolled by Fujian universities reached record highs.
A facial recognition system was launched in Xiamen to ease the travel for Taiwan compatriots on the Xiamen-Kinmen ferry route.
5. We narrowed the gap between urban and rural areas and among regions, and enhanced coordinated development.
Collaboration between coastal and hinterland regions was enhanced.
We opened another 28 expressway access points in service areas, benefiting around 3 million residents across 80 towns and townships.
Our collaboration with Ningxia yielded significant results for the seventh year running. Our work in assisting Xizang and Xinjiang was recognized as a national model for the third consecutive time.
Integrated urban-rural development was promoted.
We launched pilot programs in nine localities for integrated urban-rural development and in ten areas to tap urbanization potential.
We renovated 26,000 homes in urban villages and 836,000 old housing units in urban residential compounds.
Annual average growth of rural residents’ per capita disposable income outpaced that of urban residents for the fifteenth consecutive year.
6. We delivered concrete benefits to the people and steadily improved their quality of life.
Employment was further increased.
Another 545,800 urban jobs were created.
132,000 people lifted out of poverty found stable employment.
Our protection of wage payment for rural migrant workers was seen as among the best in the national evaluation of for the sixth consecutive year.
The education system was improved.
Allocations from the provincial general public budget for education amounted to 132.6 billion yuan, up 3.6% year-on-year.
The regular high school enrollment rate rose to 72%.
Minjiang College’spursuit of university designation advanced steadily.
Fuyao University of Science and Technology was approved for establishment and admitted its first students.
Healthcare services became more accessible and equitable.
County-level medical consortia that enable integrated service delivery covered 96.9% of medical institutions at the primary level.
The practice of “treatment first, payment later” was promoted across the board.
The pilot program of “companion-free” care services was expanded to 145 hospitals.
We were at the national forefront in provincial-level unified management of workers’ medical insurance funds.
Social security was improved.
Basic pension benefits for retirees from enterprises, government agencies, and public institutions saw an increase for the tenth consecutive year.

The PM2.5 level remained below 19 micrograms per cubic meter.
The water quality of the Minjiang River Basin was rated excellent for the first time.

The pass rates for food and medicine sampling inspections stood at 99.62% and 99.71% respectively.

None of our financial institutions had been rated as high-risk over the past six years.

The installed power capacity grew to 97.89 million kilowatts, up by 9.1%.

A Successful Conclusion of the 14th Five-Year Plan (2021-2025)
