Fujian province is accelerating the development of its low-altitude economy, promoting the integration of technological innovation and industrial growth while expanding practical applications for low-altitude flights across the region. Local authorities are deploying specialized communication networks and cybersecurity frameworks to ensure the stable expansion of unmanned and manned flight activities across the province.

The initiative centers on infrastructure and regulatory reforms to transition low-altitude concepts into operational realities. Fuzhou has launched a pilot program that utilizes grid-based division to dynamically allocate airspace resources below 1,000 meters, while Zhangzhou has introduced financial incentives to attract high-quality enterprises, offering up to 50 million yuan ($7.26 million) for companies establishing local operations. These measures aim to solidify low-altitude economy clusters and support emerging business models in specialized manufacturing and integrated flight services.

Practical applications are already emerging in the medical sector through a partnership between Fuzhou's Minhou county and Guangdong Stpass Medical Technology. The collaboration is building an emergency logistics network featuring four command hubs to serve over 60 hospitals and remote islands.

Central to this network is the "αBlood" all-in-one terminal developed by DeepMatch Technology, a subsidiary of Guangdong Stpass Medical Technology. The device utilizes an AI-driven system to streamline blood supply logistics. By launching the province's first urban drone logistics route, the project enables the rapid delivery of vaccines, blood products, and emergency medicines.
