Excerpts from the Report on the Work of Fujian Provincial Peoples Government

1. Review of the Work in 2016 

We worked to open wider for greater development space.  

Our efforts to implement the “Belt and Road” Initiative and advance the building of the core area of the 21st Century Maritime Silk Road (MSR) gained momentum: our exports to MSR countries and regions reached RMB 182.29 billion; outbound investment grew by 61.6%; and China-Europe Block Train (Xiamen) was put into operation on a regular basis.  

We have made notable achievements in developing China (Fujian) Pilot Free Trade Zone. The 17 innovative measures we introduced, including the Single Window system for international trade, have been applied nationwide.  

Last year, we set up another three Cross-Straits Youth Entrepreneurship Bases and one Demonstration Center. Trade between Fujian and Taiwan totaled RMB 65.65 billion; the paid-in Taiwan investment rose by 53.9%; the Eighth Straits Forum, the 2016 Cross-Straits Entrepreneurs Summit, and the First Global Mazu Culture Forum were held; and the mainland section of water supply project to Kinmen County was completed.  

Pingtan was given the green light to build an International Tourism Island, and intensified efforts to pilot cooperative initiatives with Taiwan.  

The development of Fuzhou New Area was well underway. 

Zhangzhou piloted new system of open economy.  

The CIFIT (China International Fair for Investment and Trade) made greater contribution to promoting investment, registering 439 foreign-funded projects, each of which invested or increased investment by over USD 10 million.  

In terms of foreign trade, our continuous efforts in boosting both imports and exports and trade in both goods and services enabled us to perform above national average. 

We continued to deepen cooperation with Hong Kong and Macao, and make the work related to overseas Chinese affairs and foreign affairs serve development better.  

2. Scale New Heights in Building a New Fujian in 2017 

We will work to secure solid progress in pursuing major pilot reforms.  

First, we will lend greater efforts to developing the core area of the 21st Century MSR. We will leverage the strengths of overseas Fujianese, and establish regular mechanisms for production capacity cooperation, economic exchanges and trade, financial cooperation, and people-to-people exchanges, with priority given to cooperation with ASEAN countries. We will accelerate the development of the China-ASEAN Maritime Cooperation Center, and build Tea Routes under the Belt and Road Initiative. 

Second, we will move faster to build China (Fujian) Pilot Free Trade Zone. We aim to establish investment and trade institutions in line with international practice, and cultivate such major industries as financial leasing, cross-border e-commerce, import of CBU vehicles, cold-chain logistics, bonded exhibition and trading, and aeronautical maintenance.  

Third, we will accelerate developing Pingtan Comprehensive Pilot Zone. 

Fourth, we will propel the innovative development of Fuzhou New Area. 

Fifth, we will boost the development of National Innovation Demonstration Zones in Fuzhou, Xiamen and Quanzhou.  

We will strive for two-way opening at a higher level and in greater depth. Detail-attentive services and security will be provided for the BRICS Summit in Xiamen, and practical cooperation with other BRICS countries will be deepened. More proactive and targeted measures will be taken to attract multinationals and leading enterprises in various fields. We will attach equal importance to both inbound investment and talent recruitment, adopting such measures as more flexible mechanisms, the Bole Award, and the All-in-One Card service for attracting talents. We will further expand cooperation with Hong Kong and Macao and seek closer links with Fujianese living in Taiwan, Hong Kong and Macao and abroad.
